One team, design to code
Working design-to-code under one roof means the same team is responsible for the design and the implementation.

The usual alternative is a design agency producing screens and a separate developer building them. The handover is where things are lost: the motion described in the design has no code equivalent, the developer approximates it, and nobody owns the difference.
When the same team does both, the design is made with the implementation in mind and the implementation preserves the intent. It also removes the argument about whose fault a problem is — there is only one answer.
Common questions
Is it more expensive?
Not usually. Coordination between two suppliers has a cost of its own, and so does rework after a handover.
What if we already have a designer?
That is workable. What matters is that the motion and interaction decisions are made together with whoever writes the code, rather than handed over as a finished picture.
